At Ascent, public sector work is not just part of what we do. It is where we started, and it is where our hearts are.
Our founder, Jodie Lyons, spent nearly a decade underwriting for Colorado’s governmental risk pools, including CSDSIP and CIRSA. That experience built deep expertise in supporting school districts, municipalities, fire protection districts, and other public entities.
In 2019, she moved into the private sector with a workers’ compensation focused brokerage. The model was fast paced, but it often prioritized the close over long-term client care. That did not align with the standards she brought from the pooling world.
She created Ascent Insurance Solutions to combine relationship-driven support with strong market access and practical risk management.
Today, our mission remains simple: deliver clarity, strategy, and results for the people who keep our communities running.
School Districts • Municipalities & Counties • Fire, Water, & Special Districts • Charter & Private Schools • Higher Education • Nonprofits
Workers’ compensation is often one of the most controllable, and most misunderstood, cost drivers for public entities.
That is where Ascent starts.
With deep experience in Colorado public sector risk programs, including CSDSIP and CIRSA, we know how to evaluate workers’ comp structure, identify cost drivers, and build programs that improve outcomes.
Whether you are currently in a pool or already in the open market, our approach is simple: educate, evaluate, elevate.
Protect your people and your budget with a program that is built to work.
For K-12 districts, charter schools, private schools, and higher education, we provide:
We respect the strength of programs like CSDSIP. Our goal is not to pull anyone away from something that is working and well supported.
Instead, we help you identify improvement opportunities where it matters most, including workers’ comp, safety, and claims strategy.
If you need an independent benchmark, a second set of eyes, or a contingency plan, we are here. And if the pool’s situation changes and you need to move quickly, we can step in with a clear process and steady support.
From fire and water to recreation and library districts, we understand the governance and exposures you manage.
We help you:
For cities, towns, and counties, including CIRSA members, we provide:
Our goal is partnership, not disruption.
If your program is working, we will confirm it. If there is room to optimize, we will show you where and why, clearly and transparently.

Whether you prefer carrier-developed programs, on-demand modules, or custom training built for your team, we are in your corner.
Training resources and platform access may be available through your insurance program or offered through Ascent as an added service, depending on your needs.
We focus on practical, role-based training that supports compliance, safety culture, and staff development.
When in-person support makes the most impact, we can provide on-site training for select clients.

We maintain strong relationships with Pinnacol and other leading carriers serving public entities, which helps us deliver responsive service and competitive program options.
Every carrier brings something different to the table. We start with a full program evaluation, then walk you through options and trade-offs so you can choose the best fit.
We also support public entities exploring advanced structures, including:
Whether you are evaluating a new carrier or optimizing your current program, we help you build a workers’ comp strategy that is sustainable, compliant, and cost-effective.

Want to know what is driving your workers’ comp or commercial insurance costs, and what you can actually control?
We use real analytics to support recommendations, not guesswork.
We will help you understand:
Let’s turn your data into a plan that works.

When an injury occurs, we stay involved from start to finish with guidance and support in:
We can also help coordinate specialized resources when needed:
Because we work with carriers that have dedicated public entity claims teams, you are never navigating a complex or high-stakes claim on your own.
We support employers through the process while the carrier and claims team manage claim handling decisions.
Simple.
If your current policy is with a carrier we already represent, it often starts with a Broker of Record (BOR) letter.
From there, we:
Want a quick benchmark first?
Send your declarations pages, or the full policy, and we will complete a preliminary review.
If you are ready for market quoting, we may also request:
You are already juggling a lot. We will handle the details so you can focus on your people and your community.

Need help with HR, safety, loss control, cost containment, audit prep, or smoother renewals?
We can help you build a support plan that matches your needs.
We are not a high-volume, transactional shop. You will always know who you are working with, and our clients can reach the owner directly.
Need onboarding or compliance training? We offer in-person sessions and video-based options your team can complete on their schedule.
Let’s build your support plan together.
Some services may be offered as an added service depending on scope and needs.
