At Ascent, public sector work isn’t just part of what we do — it’s where we started, and it’s where our hearts are.
Our founder, Jodie Lyons, spent nearly a decade underwriting for Colorado’s governmental risk pools (CSDSIP and CIRSA), gaining deep expertise in serving school districts, municipalities, fire protection districts, and other public entities.
In 2019, she transitioned into the private sector, joining a high-volume, workers’ compensation–focused brokerage. But with a model centered on “the close” rather than long-term client care, it didn’t align with the values she brought from the pooling world.
She saw an opportunity to create something better — an agency that could combine relationship-driven support with the competitive strength of the open market. That vision became Ascent Insurance Solutions, launched in March 2021.
Today, our mission remains simple:
Deliver clarity, strategy, and results for the people who keep our communities running.
School Districts • Municipalities & Counties • Fire, Water, & Special Districts • Charter & Private Schools • Higher Education • Nonprofits
Workers’ compensation is often the most controllable — and misunderstood — cost driver for public entities.
That’s where Ascent begins.
With nearly 15 years of experience in Colorado’s public sector risk programs (CSDSIP, CIRSA, and beyond), we know how to evaluate, structure, and negotiate smarter comp programs that deliver better pricing and stronger outcomes.
Whether you’re currently in a pool or already in the open market, our approach is simple:
Educate. Evaluate. Elevate.
Protect your people and your budget with a program that actually works for you.
For K–12 districts, charter schools, private schools, and higher education, we provide:
We respect the strength of programs like CSDSIP — our goal isn’t to pull anyone away from something that’s working.
Instead, we help you explore opportunities for improvement where it matters most: workers’ comp, safety, and strategic support.
And for those that may need to consider other options when the Pool isn’t a viable fit, we’re here as a trusted backup — ready to step in when you need us.
From fire and water to recreation and library districts, we understand the unique governance and exposures you face.
We help you:
For cities, towns, and counties — including CIRSA members — we provide:
Our goal is partnership, not disruption.
If your program is working, we’ll confirm it. If there’s room to optimize, we’ll show you how — clearly and transparently.

Whether you prefer carrier-developed programs, on-demand modules, or custom training built specifically for your team—we’re in your corner.
Our clients get access to our Safety & HR platform, offering a wide range of training content in multiple formats to support compliance, safety culture, and staff development.
With years of experience designing training for both specialty insurance and the public sector, we ensure content is practical, relevant, and never “cookie cutter.”
And yes, we love face time. When in-person support makes the most impact, we’ll be there.

We maintain strong relationships with Pinnacol and other leading carriers serving the public sector—allowing us to deliver both service excellence and cost savings to our clients.
Every carrier in this space brings something different to the table.
Our process begins with a full program evaluation—then we walk you through any competing offers, highlighting each option’s strengths, trade-offs, and long-term value.
We also support entities exploring more advanced program structures, including:
Whether you’re evaluating a new carrier or optimizing an existing program, we’ll help you build a comp strategy that’s sustainable, compliant, and cost-effective.

Want to know what’s really driving your workers’ comp or commercial insurance premiums—and, more importantly, what you can actually control?
We use real analytics to support our recommendations, not guesswork.
We’ll show you:
Let’s turn your data into a plan that works.

And because we partner with carriers that have dedicated public entity claims divisions, you’re never left navigating complex or high-stakes cases on your own.
Super easy.
